Executive Summary
PSLN addresses a gap that exists before the formal application.
Experienced public-service professionals may be open to career movement while remaining unwilling to expose themselves through a formal application. A qualified candidate may never reach the application stage — not because the opportunity isn't right, but because the process of getting there forces premature exposure.
PSLN creates a confidential, candidate-controlled environment for career exploration and recruiting. The platform currently operates around state and local public-service career mobility across law enforcement, fire service, EMS, and dispatch / public safety communications.
A future federal track could extend the same upstream model — handing candidates into existing federal hiring systems while remaining intentionally outside sensitive suitability and background investigation processes.
Federal deployment would require separate work.
Technical architecture, security controls, procurement, and compliance determination would all need to be addressed before any federal use. This brief describes what exists today and what a responsible federal exploration pathway could look like.
Public Service Recruiting Starts Too Late
Traditional public-service recruiting generally begins after someone decides to formally apply. But experienced professionals often begin considering career movement long before they are willing to expose themselves through a public application process.
By the time a formal application is submitted, the candidate has already made a significant decision — one that may affect their current employment, reputation, and professional standing. For many qualified professionals, that exposure comes too early.
PSLN occupies the gap between curiosity and formal application — a space traditional recruiting systems do not address.

What Exists Today
The PSLN platform is live today and currently serves the broader public-service recruiting model across state and local agencies. The following capabilities are operational:

Explore Without Exposure
PSLN's architectural principle is identity separation. Candidate recruiting information and private identity are logically separated. The candidate decides when identity is released.
Current-employer protections and privacy thresholds reduce exposure. This is the foundation that makes confidential career exploration possible.
Identity Hidden by Default
Candidate identity is not visible to agencies until the candidate chooses to release it.

PSLN uses verified current technical controls. We do not overstate encryption or security certifications. Terms like "confidential" describe the platform's privacy model, not a specific certification status.
The Federal Opportunity
Federal expansion is a future and conditional enterprise track. PSLN is not currently deployed in any federal environment.
PSLN could serve as a secure pre-application career mobility layer that complements — rather than replaces — formal federal recruiting and hiring systems. The same upstream model that serves state and local agencies today could, with appropriate adaptation, extend to federal use cases.
No technical integration with USAJOBS or any federal hiring system is implied. Any future integration would require separate agency agreement, technical work, and compliance review.
PSLN + Formal Federal Hiring
PSLN does not replace USAJOBS or a federal agency's formal hiring process. PSLN operates upstream — in the pre-application exploration and connection space — and hands candidates into existing federal hiring systems when they choose to proceed.
This boundary is intentional and visually unmistakable. PSLN hands off — it does not replace downstream federal hiring systems.
Federal Data & Security Boundaries
A future federal PSLN implementation should remain pre-application. PSLN should not collect or become the repository for sensitive suitability, clearance, or selection data.

PSLN should remain intentionally upstream. The pre-application boundary is a feature, not a limitation — it keeps PSLN focused on career mobility and recruiting connection, not on the sensitive processes that federal agencies already manage through established systems.
Federal Production Readiness
PSLN's current Base44 environment supports product development, workflow validation, UX validation, commercial and state-local platform development, and controlled demonstrations.
It is not being represented as: FedRAMP authorized, federal production approved, a federal agency hosting environment, or government cloud infrastructure. Future federal production architecture will be evaluated separately.

Platform limitation acknowledged: Current Base44 architecture is not represented as PSLN's final federal production environment. Internal workflow authentication limitations identified during stabilization must be addressed in future controlled infrastructure. Federal production should support authenticated service-to-service execution and private workflow paths.

Candidates under evaluation may include federal-authorized cloud environments such as AWS GovCloud or Azure Government, subject to architecture, agency, procurement, and compliance requirements.
