Executive Summary
Public-service agencies face an increasingly difficult recruiting environment. Qualified professionals are harder to reach, traditional channels produce fewer qualified applicants, and the cost of prolonged vacancies continues to rise.
The core issue is structural: traditional recruiting typically begins only after a professional decides to formally apply. By that point, the most experienced candidates — those who are currently employed, capable, and quietly open to the right opportunity — may never enter the visible applicant pool at all.
PSLN moves recruiting upstream. It gives qualified public-service professionals a confidential way to explore opportunities while giving verified agencies a way to discover and engage hidden talent — before anyone submits a formal application. PSLN then connects the candidate to the agency's existing formal hiring process and measures what happens afterward.
What PSLN Is
A confidential, candidate-controlled, pre-application career mobility and recruiting platform for public-service professionals and agencies.
What PSLN Is Not
- Not a job board or ATS
- Not an applicant screening platform
- Not a background investigation provider
- Not a consumer-reporting agency
- Not a hiring decision-maker
PSLN lives before the application.
PSLN improves what happens before the formal hiring process — and measures what happens after.
Public Service Recruiting Starts Too Late
Traditional recruiting begins only after someone is willing to publicly apply. By then, the most qualified professionals may already be out of reach.
The Traditional Sequence
A professional sees a job posting
They decide to apply
They expose their career interest publicly
They enter a formal hiring process
Who Gets Missed
Currently employed professionals
Experienced and qualified candidates
Those not actively applying
Those quietly open to the right opportunity
Those who want more information before taking a career risk
The Core Consequence
Agencies repeatedly compete for the same visible applicant pool while experienced professionals remain invisible. The result is longer vacancies, higher recruiting costs, and a narrower candidate pool than the agency actually has access to.
The Five Recruiting Problems
Each problem below follows the same structure: the pain point agencies experience, its consequence, how PSLN addresses it, and the measurable outcome.
Hidden Talent
Problem
Qualified professionals may be open to another opportunity without actively applying.
Consequence
Traditional recruiting does not see them.
PSLN Solution
Confidential candidate profiles combined with privacy-qualified Talent Search.
Measurable Outcome
Qualified confidential conversations with professionals who would otherwise remain invisible.
Career Exploration Without Exposure
Problem
Professionals may be unwilling to publicly signal career interest.
Consequence
They never enter the traditional recruiting funnel.
PSLN Solution
Candidate-controlled privacy, anonymous discovery, current-employer protection, and identity release controls.
Measurable Outcome
More opportunities for confidential engagement before any formal application.
Lack of Career Transparency
Problem
A posting rarely gives an experienced professional enough information to decide whether changing agencies is worth the risk.
Consequence
Potential candidates disengage or never apply.
PSLN Solution
Opportunity Blueprint, Agency Profile, Career Fit, Ask Before You Apply, Candidate Experience, and Current Agency Experience.
Measurable Outcome
More informed career decisions and fewer premature disengagements.
Recruiting Friction
Problem
Slow response, uncertainty, weak communication, and fragmented recruiting processes lose candidate interest.
Consequence
Good candidates disengage before a conversation ever happens.
PSLN Solution
Structured interest workflow, confidential conversations, responsiveness measurement, and Warm Handoff.
Measurable Outcome
Improved candidate engagement and measurable response performance.
Lack of Accountability
Problem
Agencies may spend on recruiting without knowing which efforts produce actual hires or retained employees.
Consequence
Recruiting budgets are spent on activity rather than outcomes.
PSLN Solution
Outcome Attribution, Recruitment Effectiveness, Retention Tracking, Financial Impact, Peer Benchmarks, and Executive Reports.
Measurable Outcome
Recruiting decisions supported by measurable results.
The PSLN Model
PSLN follows a six-stage process that moves recruiting upstream — before the formal application — and continues measuring after the handoff.
Discover
Find privacy-qualified professionals with relevant experience.
Explore
Candidates learn about your agency before formally applying.
Connect
Establish confidential recruiting conversations.
Decide
The candidate chooses whether to move forward.
Handoff
Send the candidate into your existing formal application process.
Measure
Track what happens afterward — applications, hires, starts, retention.

Handoff

PSLN does not replace your formal hiring process. It improves what happens before that process begins — and measures what happens after. Your agency retains full control over its application, selection, and hiring decisions.
Explore Without Exposure
Candidate confidentiality is not a marketing feature. It is part of the recruiting model. Without it, the hidden talent pool would not exist.
Hidden by Default
The agency does NOT automatically receive:
Available to Verified Agencies
Anonymous candidate profile includes:
How Candidate Privacy Works
Candidate identity is hidden by default
The agency does not automatically receive name, current employer, phone, email, resume, certification numbers, or photo
The candidate controls identity release — no one sees their identity until they choose to share it
Current-employer protections remain active throughout the process
Rare candidate populations may be suppressed to prevent identification through small-group inference
Confidentiality is not a marketing feature. It is part of the recruiting model.
PSLN uses the terms confidential, candidate-controlled, and anonymous before authorized disclosure to describe this model accurately. PSLN does not claim certifications or compliance frameworks it has not earned.
Help Candidates Understand the Opportunity
A job posting rarely gives an experienced professional enough information to decide whether changing agencies is worth the risk. PSLN gives candidates the context they need — before they apply.
Give experienced professionals a reason to consider your agency before they apply.
When candidates can evaluate compensation, culture, schedule, advancement, and quality-of-life factors in a structured way, they make more informed decisions — and fewer disengage prematurely.
Agency Profile
Your agency presents structured information about mission, community, staffing, specialty units, training, advancement, schedule, benefits, retirement, wellness, and hiring timeline.
Agency-provided information.
Opportunity Blueprint
A structured recruiting presentation covering compensation, benefits, schedules, advancement, training, specialties, workload, leadership, culture, wellness, equipment, relocation, and hiring process.
Agency-provided information where applicable.
Career Fit
Candidates privately define what matters in their next opportunity. PSLN compares available agency information against those preferences and shows qualitative alignment.
Not candidate scoring, employment suitability, or hiring recommendation. The agency does not receive the candidate's private priority list.
Ask Before You Apply
Candidates can get structured answers to important questions before deciding whether to formally apply — reducing uncertainty while maintaining confidential exploration.
Structured questions only — not an unrestricted public free-text system.
Candidate Experience
Candidates who have interacted with your agency through PSLN can provide structured feedback on their recruiting experience, helping you identify friction and improve engagement.
Aggregated and privacy-qualified. Not individual public reviews.
Current Agency Experience
Verified current employees can provide structured feedback on their experience working at your agency — covering leadership, culture, compensation, workload, training, wellness, and more.
Requires employment verification. Aggregated and privacy-qualified before public display.
Connect Before the Application
PSLN creates a structured, confidential way for agencies and candidates to engage — with the candidate in control of when identity is shared.
Candidate Expresses Interest
or the agency sends an Interest Request
Candidate Reviews
evaluates the Opportunity Blueprint and agency information
Confidential Conversation
structured communication through PSLN
Candidate Chooses Identity Release
the candidate controls when their identity is shared
Agency and Candidate Continue
the relationship moves forward — or doesn't
Illustrative Scenario
How a Confidential Connection Unfolds
An experienced professional is not actively applying but is quietly open to the right opportunity.
Your agency searches by relevant specialty experience. The candidate appears as an anonymous profile.
Your agency sends an Interest Request. The candidate evaluates your Opportunity Blueprint.
A confidential conversation begins. The candidate evaluates whether the opportunity is worth pursuing.
The candidate releases their identity. They elect to proceed to your formal application.
PSLN records the handoff and begins tracking the outcome.
This is an illustrative scenario, not a documented result.
Candidate control is the foundation.
The candidate decides when to engage, when to release identity, and when to proceed. This control is what makes the hidden talent pool willing to participate.
Handoff Into Your Existing Hiring Process
PSLN does not replace your formal application process. When the candidate is ready, PSLN directs them to your approved application destination — and your agency continues using its current formal system.
The Warm Handoff
Confidential Conversation
Candidate and agency engage through PSLN
Candidate Releases Identity
Candidate chooses to share their information
Continue to Formal Application
PSLN directs to your approved destination
Approved Application Destinations
Agency-owned application site
GovernmentJobs
PoliceApp
USAJOBS (where applicable)
Other approved destinations
Listing destination types does not imply formal integration with each system. Your agency configures its approved application destination during implementation.
What PSLN Does Not Do
Does not replace your ATS or application system
Does not make hiring or selection decisions
Does not conduct background investigations
Does not screen or filter applicants for employment suitability
Does not replace any step in your formal hiring process
Your agency continues using its current formal application, selection, background investigation, and hiring systems. PSLN hands the candidate into that process — then measures what happens next.
Measure What Actually Happens
PSLN tracks the recruiting outcome from confidential conversation through hire, start confirmation, and retention — so agencies can see which efforts produce actual results.
Recruiting Outcome Funnel
90-Day Retention
Tracked after start confirmation
180-Day Retention
Tracked after start confirmation
365-Day Retention
Tracked after start confirmation
PSLN does not participate in sensitive selection decisions. Outcome tracking records high-level stages only — never hiring-sensitive details.
Outcome Attribution
PSLN-Sourced
The candidate discovered the agency through PSLN, and the PSLN connection was the primary pathway to the application.
PSLN-Assisted
PSLN played a role in the connection, but the candidate may have had other pathways as well. PSLN does not claim sole causation.
Existing Relationship
The candidate and agency had a prior relationship outside PSLN. PSLN may have facilitated the current interaction but was not the originating source.
Unknown
Insufficient evidence to classify the attribution. PSLN does not default to claiming credit where evidence is absent.
Recruitment should be measured by outcomes — not clicks.
Your agency dashboard measures funnel activity, response performance, candidate engagement, handoffs, applications, hires, starts, retention, and attribution. No vanity metrics. Every measurement traces to a tracked outcome.
Recruiting Financial Intelligence
Agencies can enter and certify recruiting-cost information. PSLN calculates supported financial metrics — with every result classified by its source.
Supported Financial Metrics
Cost per confirmed hire
Cost per confirmed start
PSLN cost per sourced hire / start
Documented vacancy burden
Modeled financial impact (where valid inputs exist)
Financial metrics require agency-entered cost data and tracked outcome data. Metrics are not available until sufficient inputs exist.
Source Classification
System-Verified
Calculated from PSLN-tracked data (handoffs, applications, hires, starts).
Agency-Provided
Entered and certified by an authorized agency representative (recruiting spend, vacancy costs).
Modeled Estimate
Calculated using modeled assumptions where direct inputs are incomplete. Clearly labeled as estimates.
Every financial result preserves its source classification. System-verified metrics are labeled as such. Agency-provided metrics show the agency as the source. Modeled estimates are clearly labeled as estimates. PSLN does not present invented savings, fabricated ROI, or unsupported financial claims. Agencies can certify their financial data to increase confidence in the calculated metrics.
Peer Benchmarking & Accountability
Agencies can compare selected recruiting metrics against privacy-qualified peer cohorts — without public rankings, leaderboards, or composite scores.
Verified Agency
PSLN verifies the agency, representative authority, and authorized agency users before recruiting access is granted.
Responsive Agency Standard
PSLN measures how quickly your agency responds to candidate interest and confidential conversations — helping you identify and fix recruiting friction.
Transparent Recruiting Agency
Agencies that provide structured Opportunity Blueprint information give candidates the context they need to make informed decisions.
Candidate Experience
Candidates who interact with your agency through PSLN can provide structured feedback on their recruiting experience.
Current Agency Experience
Verified current employees can provide structured feedback on their experience working at your agency. Requires employment verification and is aggregated before display.
How Peer Benchmarking Works
Agencies compare selected metrics against privacy-qualified peer cohorts (career path, size, type, region)
Peer identities remain hidden — PSLN does not reveal which agencies are in the cohort
Results use median and aggregate framing, not rankings
Cohorts with fewer than the minimum number of peer agencies are suppressed
PSLN does not create public rankings, leaderboards, or composite agency scores
Trust standards are kept distinct. PSLN does not combine them into a single score, ranking, or paid certification. Each standard is measured and presented independently so agencies and candidates can evaluate specific dimensions of trust.
Executive Reporting
Agencies can convert recruiting data into controlled executive reports — for internal leadership, finance, and governing bodies.
Potential Audiences
Recruiting leadership
Command staff
Finance / budget
Human resources
City / county leadership
Governing boards (where appropriate)
Report Content May Include
Recruitment effectiveness
Financial impact
Outcomes (hires, starts)
Retention
Peer benchmarks
What "Certified" Means
PSLN reports use a "certified" lifecycle status. This means the report data was frozen at a specific point in time, reviewed, and locked against silent changes. Corrections create new versions — the original is preserved. This is a PSLN report lifecycle and data control standard. It does not mean third-party audited certification.
Reports are generated from your agency's tracked recruiting data. They include source classifications for every metric so leadership can see what is system-verified, agency-provided, or modeled. Reports do not include unsupported causal claims or fabricated results.

Why PSLN Is Different
PSLN is not a better version of an existing category. It operates in a different part of the recruiting process — upstream, before the formal application.
Job Boards
Capture active applicants who have already decided to apply publicly.
Applicant Tracking Systems (ATS)
Manage formal applicants once they have submitted an application.
Background Investigation Systems
Support formal vetting and background workflows after the agency has identified a candidate.
PSLN
Works upstream — during confidential career exploration and recruiting, before the formal application. Then measures what happens after the handoff.
The Category Distinction
Job boards capture active applicants. ATS systems manage formal applicants. Background systems support formal vetting. PSLN works upstream — during confidential career exploration and recruiting, before the formal application begins. This is the critical category distinction. PSLN does not compete with these systems. It feeds them.
